WHO WE ARE    

Kathy Peckardt, Director
Human Resources

The Human Resources Division (HRD) manages the largest government human resources system in Arizona. The mission of the division is to provide efficient timely customer-driven professional human resources services. The division has a customer base that includes over 9,000 retirees and over 62,000 active employees from 100 state agencies, boards and commissions, and 3 state universities. The major sections are described below:

Human Resources

The Human Resources Deputy Director has oversight responsibility for the HR Satellite Offices located in seven state agencies (Department of Agriculture, Arizona Health Care Cost Containment System, Department of Corrections, Department of Economic Security, Department of Health Services, Department of Juvenile Corrections, and Department of Transportation) and the Retention and Development Unit which consists of the Arizona Learning Center and Career Center. The Satellite Offices provide a full range of on-site, professional development and training. The Career Center offers comprehensive services in career development and provides tools, resources, and coaching to assist employees in achieving their professional goals.

Employment

The Employment section provides employee related staffing services to state agencies, boards and commissions. This section provides consultative services, assessment tools and testing and information training sessions for agency management and human resource professionals. This section also manages community outreach efforts related to recruitment, coordinates and hosts job fairs, community events, conducts executive recruitment and manages temporary services for the state agencies.

The Classifcation/Compensation unit section also reports into the Employment unit. This unit administers job evaluations and compensation programs for the ADOA Human Resources System while maintaining internal and external equity. In addition, this section conducts and/or participates in salary benefit studies, evaluates covered and uncovered positions using the whole job classification method, determines FLSA designation for all positions, prepares the annual salary recommendation, and administers and interprets salary policy.

Planning and Quality Assurance

This section provides data analysis of key human resources information including the publication of the annual Workforce Report and responding to public information requests. The work group focuses on strategic planning, performance measures, and budgeting and forecasting. This section also conducts compliance reviews of State agencies, reviewing their policies, practices and procedures to provide consistent and compliant human resources practices throughout Arizona State Government.

HRIS

Human Resources Information Solution (HRIS) is a single integrated system that is shared by all branches / departments/ agencies of the State Government. HRIS provides agencies a single system for the administration of payroll, personnel, employee benefits and other related functionality eliminating the need for similar existing automated systems. HRIS streamlines HR processes, reduces cost, provides improved access to HR information for managers and employees, improves customer service and enhances flexibility to manage a rapidly changing workforce.

Travel Reduction Programs

This office is responsible for administering the statutorily required travel reduction programs for the State of Arizona. The office consists of three main areas: Capitol Rideshare, State of Arizona Telework Program, and Agency Liaison Services. All programs are geared toward reducing employee commute trips in order to reduce air pollution, traffic congestion and to save energy. Further information can be found on their two websites – capitolrideshare.com and teleworkarizona.com. These programs are extended to all non-university, state employees in Maricopa County.

Communications

This department functions as a full-service marketing and communications arm for human resources. In addition to conveying internal information services, this group creates, develops and implements fully integrated print and electronic marketing and communication materials, campaigns and special projects. Special services include: Establishment and development of branding materials, design services, development and maintenance of several web sites within hr -- including the official web site for state of Arizona government jobs (azstatejobs.gov), writing services, photography services, and video production services. This department also assists other state of Arizona agencies with communication materials related to human resources.
